2009 Florida Legislative Bills

Status of State Budget: The Florida Legislature approved the state's FY 2009-2010 budget.  Here is the link to Florida's Fiscal Year 2009-2010 budget. Governor Crist approved the budget with a couple of vetoes, none effecting the cultural community. 

Major Changes in Budget line items for arts and cultural resources for FY 2009-2010:   The arts and cultural appropriation line items we've known for decades are now consolidated into one line item in the state budget called Cultural and Museum Grants at $2.5 million under the Division of Cultural Affairs. Under the Division of Historical Resources is $550,000 for Historic Preservation Grants ($125,000 of which goes to the Florida Holocaust Museum).

Other Arts and Culturally Related Budget Line Items in the State's FY 2009-2010 Budget:

Cultural and Museum Grants:  $2,500,000 from general revenue
                                                          $   297,200 from National Endowment for the Arts Block Grant

Historic Preservation Grants:  $550,000 ($125,000 earmarked for Florida Holocaust Museum)
                                                         $112,450 from federal sources

Arts for a Complete Education:  $145,584
Florida Holocaust Museum:        $145,584 under Department of Education and $125,000 under Florida Department of State Division of Historical Resources' Historic Preservation Grant line -item (see above note)

New World School of the Arts:  $628,143 from general revenue
                                                           $193,276 from federal grants trust fund

Film and Entertainment:              $10,800,000

Public Broadcasting Capital Projects:

WUFT-TV/FM Expansion........................................ 4,000,000

The funds provided in Specific Appropriation 106 from the Federal

Grants Trust Fund are State Fiscal Stabilization Funds (Discretionary)

and shall be allocated as follows:

Statewide Governmental and Cultural Affairs Programming..... 86,278

Florida Channel Closed Captioning........................... 59,111

Florida Channel Year Round Coverage......................... 226,597

Public Television and Radio Stations........................ 1,118,222

From the funds provided in Specific Appropriation 106, "Governmental

Affairs for Public Television" shall be produced by the same contractor

selected by the Legislature to produce "The Florida Channel".

General revenue funds provided in Specific Appropriation 106 for

public television and radio stations shall be allocated in the amount of

$363,200 for each public television station and $72,907 for each public

radio station as recommended by the Commissioner of Education.

Federal Grants Trust Funds provided in Specific Appropriation 106

from State Fiscal Stabilization Funds (Discretionary) for public

television and radio stations shall be allocated in the amount of

$71,637 for each public television station and $14,380 for each public

radio station as recommended by the Commissioner of Education.

  

Library Grants: $21,253,978 from general revenue and

              $ 3,142,039 from Library Services Trust Fund

Daytona State College Curb Arts Education Center Capital Project: $137,886

South Florida Community College Main Fine Arts Facility Capital Project:  $4,885,531
